[Feature Request] Subagent briefs should inherit user's recorded workflow rules

Bug Description
The rule was already in the model's own memory. It applied it to its own work but not to the briefs it wrote for subagents, which then ran full lint and test suites I explicitly don't want locally. Subagent briefs should inherit the user's recorded workflow rules.
