GitHub integration: org repo works in Claude Code cloud sessions, but not in claude.ai chat ("Add from GitHub" shows no tree, no GitHub tool available)

What were you trying to do?

Summary
The Claude GitHub App is installed on our GitHub organization and the connector page shows all checks passing. Claude Code cloud sessions can query the repo successfully. In regular claude.ai chat, however, Claude cannot read the repo. The App shows a "Cloud sessions only" badge, and no GitHub connector or tool is available in the chat.

Environment

• Surface: claude.ai web [used on Google Chrome Version 154.0.8037.93]
• Plan: Enterprise
• Date observed: October 1, 2026
• GitHub accounts with the Claude GitHub App installed: personal account (mross-starrez) and organization (StarRez)
• Org install scope: "Only select repositories", with a single private repo selected (StarRez/StarRez)
• Org uses SAML SSO: yes

Steps to reproduce

1. Install the Claude GitHub App on the organization and grant access to one private repo.
2. Go to Settings > Connectors > GitHub Integration. "GitHub account connected" and "Claude GitHub App" both show green checks. The App shows a "Cloud sessions only" badge, with both the personal account and the org listed as Installed.
3. Open a new chat and choose + > Add from GitHub.
4. Select StarRez/StarRez from the repo picker. The picker lists the org's repos correctly.
5. Ask Claude to read a file from the repo.

Expected behavior
The dialog says Claude reads the repo "through the GitHub connector when it needs it," so Claude should be able to read files from the linked repo in chat.

Impact
Chat-based repo access is unusable on this account even though the integration, app installation and repo selection are all configured correctly. We're evaluating the integration for org use and need to know whether chat access is supported for our setup.

Questions for support

1. Is chat-side GitHub access supposed to be available for this account/plan?
2. Is there a setting or admin action that enables the chat connector, or is this a known provisioning issue?

What happened instead?

• The dialog shows no branch selector or file tree, only the placeholder text.
• Claude in chat has no GitHub tool available and tries a plain web fetch of the github.com URL, which fails.
• A GitHub connector search from within the chat returns no GitHub connector.
• Pasting a full github.com file URL into the repo field causes the dialog to treat the commit hash as a branch name and show "Claude cannot access that resource" (secondary issue).

What works

• Claude Code cloud session against the same repo: queries run successfully.
• GitHub side: org install shows the repo as "installed" and the connector page shows no errors.
