[FEATURE] Remote Control should reconnect all sessions automatically when the Desktop app restarts

Problem

After the Claude Desktop app restarts (app update, quit and reopen, or a Mac reboot), sessions that had Remote Control on do not reconnect on their own. They stay unreachable from the mobile app until each one receives a new message on the desktop, which "wakes" it and re-registers it. With many sessions this means going through them one by one after every restart.

Expected

Every session that had Remote Control connected before the restart reconnects automatically when the Desktop app starts, with no new message needed, so phone access survives restarts and updates.
