[Feature Request] Add CLI command to reconnect Remote Control sessions and list session state

Bug Description
There is no way to reconnect a running session's Remote Control from outside the process. /remote-control is a built-in slash command, so scripts have to drive it with tmux send-keys and scrape pane output to know which sessions need it. Please add a CLI form or control request — something like claude remote-control reconnect --session-id <id> — plus a machine-readable way to list local sessions and their RC connection state. Running many concurrent sessions across a laptop and a server makes manual reconnection after every network change impractical.
