Problem Statement
With /tui fullscreen, submitting a message while scrolled up always jumps the view to the bottom. The only way to avoid this is turning auto-scroll off globally (#25042), which I don't want.
Proposed Solution
A keybinding action, e.g. chat:submitWithoutScroll (suggested default: ctrl+shift+enter), that submits but keeps the current scroll position and shows the "Jump to bottom" hint. Enter keeps its current behavior.
Alternative Solutions
- Turn auto-scroll off: affects every message.
- Scroll back up after sending: loses the position.
