Cloud session parks forever on an Artifact read consent prompt that cannot reach a user

A cloud Claude Code project session called the Artifact tool with action "read" on an artifact another account made. The harness raised a can_use_tool consent prompt ("… was made by someone else. Let Claude read it?") with __artifactConsentAskCanReachUser: false, requires_user_interaction: true and classifier_approvable: false. Nobody can answer it, so the session parked indefinitely (session cse_01TrRtnkiAiSNHF9tDscirgf, 2026-09-30 02:41Z; the same thing happened on 2026-09-23).

Expected: when the ask can't reach a user, fail the call back to the model with an error so it can take another route.

Impact: the thread stalls silently until someone reads its event record. We now block Artifact reads with a PreToolUse hook as a workaround.
