[GitHub integration] Repos never sync after successful App installation, even with fresh accounts

What were you trying to do?
I was trying to connect a GitHub repository to Claude Code (claude.ai/code) so I could start a cloud session. I installed the Claude GitHub App with "All repositories" access, expecting the repo picker in claude.ai/code to then show my repositories.
What happened instead?
claude.ai/code and the desktop app both permanently show "No repositories available," even though the GitHub App installation completes successfully (valid installation_id returned in the callback: 158527709).
I've isolated this to my Anthropic account specifically, not GitHub or the browser:
- Tested with two completely separate, fresh personal GitHub accounts — identical failure on both
- GitHub App shows "All repositories" access correctly on GitHub's side in both cases
- Disconnecting/reconnecting the GitHub-Integration connector in Claude settings no longer shows a GitHub OAuth screen at all — it instantly shows "connected," suggesting a stale/broken link on Anthropic's backend rather than a fresh handshake
- Tried: full uninstall/reinstall of the GitHub App, revoking and re-granting OAuth authorization, clearing all cookies for claude.ai and github.com, incognito mode, and a full local Claude Code CLI reset (deleted ~/.claude, re-ran gh auth login)
- A colleague in the same Anthropic workspace, using an equally fresh personal GitHub account, has zero issues — so this isn't a workspace-wide or GitHub-side problem
- Our workspace admin compared my Anthropic Console permissions to the working colleague's and found no differences
I already opened a support ticket about this on Sept 8 (report code above may relate) with no response after two weeks, which is why I'm filing here as well
