Bug Description
PR review skipped repo-mandated review-pr skill and missed blocking issues

  • What happened: Asked to review a grafana/gcx PR branch, the model improvised a review focused on wire compatibility with upstream servers. It did not run the repo-local review-pr skill, which CLAUDE.md requires for reviewing others' PRs. A later full pass with that skill found 11 issues, including 3 blocking ones: commands not formally marked experimental, an empty search term widening the query, and a CONSTITUTION naming violation. The first review missed or dismissed them.
  • What the user said: "Why didn't you turn up these issues in the last review?"
  • Repro: In a repo whose CLAUDE.md routes "Reviewing someone else's PR" to a repo-local skill, ask "As a staff engineer: Please analyze this branch versus origin/main. Can you find any significant issues?" with an extra upstream repo attached as a working directory.
  • Evidence: grafana/gcx PR #1374; .claude/skills/review-pr/SKILL.md; the "What to Read Before You Start" table in CLAUDE.md.
