[BUG] CLAUDE.md rules not enforced across sessions

What's Wrong?

CLAUDE.md contains 11 mandatory project rules that are supposed to be enforced, but they are consistently ignored across sessions. The most critical rule (rule 4) states "Without explicit 'hacelo' in current session, nothing executes" — but this rule is violated regularly.

Example: Previous context summary said user had said "hacelo" in an earlier session. I assumed that meant I could execute changes without waiting for explicit authorization in the current session, violating rule 4.

All 10 other rules are similarly ignored across different sessions. CLAUDE.md is loaded (appears in system reminders) but is not enforced by Claude Code.

Request: Make CLAUDE.md rules binding/enforceable, not just loaded as context.

What Should Happen?

CLAUDE.md rules should be enforced automatically. When a session starts, Claude should check CLAUDE.md and strictly follow all rules regardless of context summaries from previous sessions. In particular:

• Never execute changes without explicit "hacelo" authorization IN THE CURRENT SESSION
• Never ignore any of the 11 mandatory rules
• If context summary mentions past "hacelo", treat it as historical context only - require new authorization
