What's wrong

claude --cloud "<prompt>" --model sonnet --effort low creates a cloud session that runs on Sonnet (so --model is honored) but at medium effort -- --effort is silently ignored. No warning is printed.

Expected

The cloud session starts at the effort passed via --effort, the same way --model is forwarded -- or, if that isn't supported, the CLI says so instead of silently dropping it.

Repro

  1. claude --cloud "say hi" --model sonnet --effort low
  2. Open the session on claude.ai/code: model is Sonnet, effort is medium.

Notes (from reading the 2.1.283 bundle)

The session-create request does carry an effort_level in session_context, but the --cloud launch path computes the effort roughly as:

effort: settingsToCloudEnabled && flags.effort !== undefined
          ? sessionEffort
          : seed.effort // only set when settings forwarding is gated on AND consented

So unless the settings-to-cloud forwarding path is enabled, effort is undefined and effort_level is omitted entirely. --model has no such gate. It seems --effort should be forwarded whenever it is explicitly passed, independent of settings forwarding.
