[Bug] Shift-Enter submits command instead of creating newline in CLI

Bug Description
In a terminal, if I'm running claud, then shift-enter submits the command. It doesn't go to a new line. In the VSCode extension, however, Shift-Enter does go to a new line, so I can do multi-line things only in certain circumstances.
