What's Wrong?
Sometimes <kbd>Shift</kbd>+<kbd>Enter</kbd> submits the prompt.
What Should Happen?
<kbd>Shift</kbd>+<kbd>Enter</kbd> should always insert a newline.

Steps to Reproduce
I can't find a way to reproduce it. It's unpredictable. The only thing I found was that restarting the conversation (terminate and do claude --continue) repaired the buggy behavior.

I can reproduce this consistently when executing claude code from within a vscode terminal
This happens for me on macOS/Darwin using the built-in Terminal app. I can no longer create new lines. (It has been an issue for several weeks.)
Shift+Enter always submits the code in PowerShell. I don't even write prompts in there anymore. Have to write in Notepad and paste into PowerShell.
