[BUG] Model presents a verdict as final while a mandated checklist step is still undone

In the same review, the model delivered a formatted final verdict with a follow-up fix list, presenting the review as complete, although one mandatory step of the user's procedure had not been done. Nothing in the reply signalled that the checklist was incomplete, so the user had to discover the gap by asking.

Expected: a verdict is only issued after the checklist is complete; if a step was skipped, say so explicitly instead of presenting the result as final.
