[BUG] After a correction the model applies it piecemeal, requiring repeated escalations

After the user rejected a dependency in a PR, the model proposed a fix that still kept a container build change and a native test compiled on every PR run. The user had to object three more times (per-PR build time, any container build, anything built at all) before the model reached the evident intent. The verdict changed four times within minutes.

Expected: when a constraint is stated, apply its evident intent to every part of the change at once instead of only the literal item named.
