What's Wrong?
After writing a lead-in that promises a next step (for example "For the next work, here are the main open lines by milestone:" or "Two findings are decisions for you:"), Claude sometimes ends the turn without the list, the question, or the tool call the lead-in announced. The user sees a sentence ending in a colon and nothing after it. This happened several times in one long session, including right after the user had asked Claude to put decisions through the AskUserQuestion tool. Expected: the turn should not end until the thing the last sentence promises has been written or called.
What Should Happen?
If Claude says it is going to do a thing, or what is next on its agenda, it should _do that thing_ rather than halting.
