[FEATURE] Desktop Code tab: sidebar search/filter look scoped to the first project group

Problem Statement
In the desktop app's Code tab, the search and filter icons in the sidebar are shown on the same row as the first project group header (in my case "04 - API Portal Project"). Every group row also has its own +, so the first row ends up looking like + search filter, and the other rows just have +.
When I first saw it I assumed search and filter were for that project only. They actually work on the whole session list. Nothing in the layout tells you that. And since it's always whatever group happens to be first, the controls look like they belong to a different project whenever the order changes.
The Chat / Cowork sidebar doesn't have this problem, the placement there is pretty clear. It's only the Code tab where it feels off.
Proposed Solution
Move search and filter out of the first group row to a place that clearly applies to all groups. Something like a small header row above the project groups (e.g. "Projects" on the left, search / filter on the right), or on the same line as "Pinned". That way it stays just as compact, it's just in the right spot.
The per-group + buttons are fine where they are.
Alternative Solutions
Use the same layout the Chat tab sidebar uses, so both tabs behave the same way.

Use Case Example
I have 10+ project groups in the Code sidebar. When I want to find a session I go for the search icon, but because it sits on one project's row I keep second-guessing whether I'm searching only that project or everything. Same with the filter. A clearly global spot would remove that hesitation.
