Cloud routine PushNotification calls succeed server-side but never deliver to phone[BUG]

What's Wrong?

A scheduled cloud routine (via claude.ai/code/routines) calls the PushNotification tool every run. Every call returns "Mobile push requested." (success), but nothing ever arrives on my phone, across 4+ separate test runs over ~30 minutes.

Verified/ruled out before filing:

Phone OS notification permission: allowed
Claude mobile app in-app notification settings: all enabled
claude.ai → Settings → General → Notifications: "Code notifications" and "Code permission requests" both enabled (were previously off, enabling made no difference)
No phone number on file in claude.ai → Settings → Account (no field to add one)
Signed out and back into the Claude mobile app to force device re-registration — no change
Repro session IDs (all show PushNotification → "Mobile push requested" with no delivery):

What Should Happen?

Expected: Push notification arrives on phone.

Error Messages/Logs

Actual: Nothing arrives, despite server reporting success and all account/app settings correct.

Steps to Reproduce

Steps to reproduce:

Create a cloud routine (claude.ai/code/routines) with PushNotification in its allowed_tools, scheduled to run periodically.
In the routine's prompt, have it call the PushNotification tool with status: "proactive" and a message under 200 characters.
Confirm on your phone: Claude mobile app installed, signed into the same account, OS notification permission allowed, in-app notification settings all on.
In claude.ai → Settings → General → Notifications, enable "Code notifications" and "Code permission requests".
Trigger the routine manually (or wait for its schedule) and check the run log — the PushNotification tool call returns "Mobile push requested." (success).
Check your phone. No notification arrives.
As a further attempt to fix: sign out and back into the Claude mobile app to force a fresh device/push-token registration, then repeat steps 5–6. Still nothing arrives.
