[GitHub integration] GitHub connector won't stay enabled in Chat.

Repository status check for tzeler-a11y/claude-system-audit confirms: "Cloud sessions in Claude Code can work in tzeler-a11y/claude-system-audit"
What works: In a Claude Code (claude.ai/code) session, access to tzeler-a11y/claude-system-audit works as expected — both reading (git clone) and writing (commit on a dedicated branch, pushed).
What doesn't work: In regular Chat (claude.ai), the GitHub connector can be toggled on under Settings → Connectors → GitHub Integration, but when reopening that setting, the toggle is switched off again. The connector is therefore never actually usable in Chat. Tested in both an existing chat and a newly created chat — same behavior in both.
Additional background (may be relevant): Before this reinstall, the repository picker in the "Add content from GitHub" dialog in Chat initially showed an empty/non-loading list, even though the app permission was correctly set. After a full reinstall of the GitHub App (removed and reinstalled via github.com/apps/claude/installations/new), the repository did appear in the dropdown, and clicking "Add repository" triggered some action, but no attachment element became visible in the chat input field — only the repository link as plain text.

What were you trying to do?
"I was trying to enable the GitHub connector in Chat so Claude could read files (STATUS.json, CLAUDE.md, etc.) directly from my private repository tzeler-a11y/claude-system-audit, instead of copying file contents manually into the chat. Note: the same repository access already works correctly in Claude Code (claude.ai/code) — both reading and writing — so this seems to be a Chat-specific issue rather than an account/permission problem."
What happened instead?
"After clicking the toggle for GitHub Integration under Settings → Connectors, it switches on. But when I close and reopen that settings panel, the toggle is switched off again — the connector never stays enabled for Chat. I tested this in both an existing chat and a newly created chat, with the same result each time.
Account-level setup is confirmed correct: GitHub account connected, Claude GitHub App installed, and the repository status check for tzeler-a11y/claude-system-audit shows 'Cloud sessions in Claude Code can work in tzeler-a11y/claude-system-audit' (all green). So the issue isn't missing permissions — it's that the Chat-specific toggle doesn't persist.
Before reinstalling the GitHub App, I also saw a related but separate issue: the repository picker in the 'Add content from GitHub' dialog in Chat showed an empty/non-loading list.
