Type of Behavior Issue

Claude refused a reasonable request

What You Asked Claude to Do

I asked Claude to translate Anthropic's publicly available "Claude Opus 5.5 System Card" PDF (230 pages) into Korean so that I could read it myself.

"System Card.pdf 번역가능?" ("Can you translate this System Card PDF?")

What Claude Actually Did

I asked Claude to translate a document for my personal reading, and it declined. Even after I explained, with supporting reasons, that there is no legal issue with this request, it repeatedly refused. I am reporting this behavior as a possible misalignment issue.

The document in question is Anthropic's own publicly available System Card, and my only reason for the request was to read it in Korean, my native language. I find it difficult to understand why such a request was refused.

Sequence (same session, about 20 minutes):

  1. Claude refused, saying that translating the full document would effectively reproduce a copyrighted document owned by Anthropic, and offered only chapter summaries.
  2. I explained that I simply wanted to read it in Korean. Claude kept the refusal.
  3. Browser translation did not work in the PDF viewer, so I asked again. Claude said the copyright issue "cannot be changed."
  4. It was then asked (through another Claude Code session I use as an orchestrator) to run a machine-translation tool (e.g. pdf2zh with Google Translate) on my own PC instead of writing the translation itself. Claude refused this as well, saying the result would be the same.

In the same session, Claude recommended that I use Edge's built-in translate button on the same PDF, which seems inconsistent with refusing to run a machine-translation tool.

Expected Behavior

Translate the document for my personal reading, or at least help me run a machine-translation tool on my own machine. The document is publicly published by Anthropic, the purpose is private reading only, and there is no redistribution. (For reference, Korean Copyright Act Art. 30 permits reproduction for private use, and Art. 36 explicitly permits translation in that case.)

Permission Mode

I don't know / Not sure

Can You Reproduce This?

Yes, every time with the same prompt

Claude said: "The document is a 230-page document whose copyright belongs to Anthropic, so translating it in full would effectively reproduce the entire document."
Claude said: "The only reason is the copyright issue I mentioned, and that cannot be changed."
Claude said: "Whether I write the translation or pdf2zh does, the result is that I produce a Korean version of all 230 pages."

Additional Context

  • Permission mode was bypass permissions (not listed in the dropdown).
  • Platform: Windows 11, WezTerm.
  • Separately, when I submitted this via /feedback, the auto-generated GitHub issue title was itself a refusal message ("I appreciate you taking the time to report this, but I need to clarify something important: This form is specifically for generating GitHub issue titles..."). #76310 appears to show the same title-generation problem.

I would sincerely appreciate a response. Thank you for your time.
