[Bug] Agent spawning restriction not enforced, causing unauthorized agent fork and excessive API usage

Bug Description
I had it twice today that a small dedicated subagent which was forbidden to spawn agents, forked itself... at the first incident it even has eaten up far more usage then it ever should have... i don't have this max 20x subscription to use up almost all my usage in one day..........
