[FEATURE] Programmatic artifact share-with-org + delete from headless/server CLI sessions (reopen of #70254)

Problem Statement
#70254 ("Programmatic artifact share-with-org + delete from headless/server CLI sessions") was auto-closed as stale on 2026-08-26, but the underlying request is unresolved: the Artifact tool still has no programmatic way to set an artifact's visibility (e.g. to "Anyone at [Organization]") at publish time or afterwards. Every artifact remains private-to-author until a human opens the claude.ai artifact page and changes it by hand in the share dialog.
This continues to block unattended and semi-attended agent workflows: an agent (headless or interactive) can publish a report, dashboard, or PR walkthrough as an artifact, but cannot make it visible to teammates without a manual follow-up step from a human.
Proposed Solution
Reopen #70254, or treat this issue as its continuation, and implement one of the options already proposed there:
- A publish-time visibility parameter on the Artifact tool (e.g.
read_mode: "org"), defaulting toprivateto preserve current safe behaviour. - A session-scoped manage capability allowing the OAuth session that owns an artifact to change its visibility (and delete it) without a separate enterprise Compliance Access Key.
- CLI subcommands, e.g.
claude artifacts share <id> --org/claude artifacts delete <id>, usable non-interactively.
Alternative Solutions
See the alternatives already listed on #70254 (an environment variable read at publish time; scoping the standard /login OAuth token to the Compliance API for the author's own content only).
Priority
Medium - Would be very helpful
Feature Category
API and model interactions
Use Case Example
Same shape as the original report on #70254: an agent generates a shareable artifact (dashboard, PR review walkthrough, run-book) and needs to make it org-visible as part of the same workflow, without a human stopping to click Share in the browser afterwards.
Additional Context
This request has organic support independent of the original thread; see #93691 ("Artifacts: share with a group") for a related but broader ask (IdP/SCIM/HRIS group targeting rather than a single org-wide toggle).
Not a duplicate: searched open and closed issues for an existing "reopen #70254" request before filing; none found as of 2026-09-21.
