What happened
Title: Plugins enabled from the Claude desktop app are not delivered to Claude Code sessions inside a Project
I run a custom plugin marketplace. I added a new plugin to it and enabled the plugin in the Claude desktop app. It showed as enabled there and in local Claude Code, but Project sessions started afterwards (2026-09-21 01:30 and 01:38 UTC) received only the plugins from that marketplace that had been enabled earlier. Enabling the same plugin in the browser on claude.ai fixed it: a Project session started at 01:43 UTC loaded the new plugin.
A related point: toggling a plugin on or off from a Project's settings changes the plugin's enabled state for the whole account, not just for that Project. Together with the desktop behaviour above, it is hard to tell which surface controls what.
Expected: enabling a plugin in the desktop app and in the browser should have the same effect on Project sessions, and a toggle shown inside a Project should apply to that Project, or say clearly that it applies account-wide.
