Preflight Checklist

  • [x] This is a single bug report (please file separate reports for different bugs)
  • [x] I am using the latest version of Claude Code

What's Wrong?

Plugins that are force-enabled through managed settings (enabledPlugins in HKLM\SOFTWARE\Policies\ClaudeCode\Settings) work in Desktop Code sessions, but the Desktop Settings > Plugins page doesn't show them anywhere. Its "From marketplaces you added" section lists only plugins with scope: "user" in ~/.claude/plugins/installed_plugins.json.

Users conclude that the company marketplace or plugin is missing and start reinstalling it by hand. We had several such reports in one week of onboarding.

Environment: Claude Desktop 2.37337.1.0 (MSIX), Windows 11 Enterprise 10.0.26300, bundled Claude Code 2.1.295, managed settings via Intune ADMX (HKLM).

What Should Happen?

Managed plugins should be listed, for example in their own "Managed by your organization" section, marked read-only.

Error Messages/Logs

Desktop main.log at session start:
[CCD] 6 ~/.claude plugin(s) left to the CLI's own loader (not passed as --plugin-dir)
[NativeMarketplaceReader] Found 8 marketplace(s)

The 6 matches the user-scope plugins exactly. The managed one isn't counted.

Steps to Reproduce

  1. Deploy managed settings via MDM (Intune ADMX, HKLM\SOFTWARE\Policies\ClaudeCode\Settings):

``json
{"extraKnownMarketplaces":{"company-marketplace":{"source":{"source":"git","url":"https://dev.azure.com/<org>/<project>/_git/<repo>"},"autoUpdate":true}},
"enabledPlugins":{"company-plugin@company-marketplace":true}}
``

  1. Start a local Code session in Desktop. The marketplace is registered in known_marketplaces.json, and installed_plugins.json lists company-plugin@company-marketplace with "scope": "managed".
  2. In the session, type /company-plugin:. All skills of the plugin are listed and they work.
  3. Open Settings > Plugins (Yours). company-plugin isn't listed. Only the user-scope plugins are shown.
