[Feature Request] Allow running jobs to complete when credit limit reached instead of immediate termination

Bug Description
don't stop credit when there are running jobas and agents. let them fucking finish!!! prevent new onces to start but let the active jobs finish. you are wasting out time and we need to redoo work and waste more tokens
