[Bug] Edit Tool: Encoding Corruption in French .bat Files with Special Characters

Bug Description
When Claude Code use the Edit tool to apply a patch on a french batch file (.bat), the accents are losts. Other special chars like 176,177,178,219 are also lost. Could you please enhance Edit to support DOS ANSI encoding (CP850/CP437) ?
