[Bug] Windows UTF-8 encoding corruption with non-ASCII characters in file writes

Bug Description
Claude Code writes .md files with corrupted UTF-8 encoding on Windows when content contains French accents. Written file shows mojibake (é, è, §) instead of proper characters. This breaks downstream subagent invocations with ECONNRESET on the API call.
