Bug Description
Agents should not use find, ugrep, grep, or bfs broadly across the entire filesystem to locate files when the locate command is available.

A sub-agent allegedly failed to read ~/.claude/CLAUDE.md which I had instructions to avoid using expensive filesystem searching tools, so the agent searched my entire system which created quite the I/O bottleneck on it (I have shingled mechanical drives). So my system was unresponsive for several minutes. If the agent would have used locate instead it would've found what it needed instantly.
