[BUG] Windows Desktop update failures recurring for ~1 month: 1.49585.0 registers but cannot launch (0x80070020, events 215/208)
Summary
This issue has persisted for approximately one month on my Windows PC, recurring across multiple Claude Desktop updates. It is not an isolated failure of a single release. Repeatedly having to restart Windows interrupts other work and makes automatic updates disruptive.
The latest occurrence is with 1.49585.0 on September 12, 2026. Windows displays “另一程序正在使用此文件。” (“Another program is currently using this file”). Package registration succeeds, but launching the app fails with 0x80070020, accompanied by AppModel-Runtime events 215 and 208.
Environment
- Windows 11 Home, Chinese edition, 25H2. Exact current OS build revision has not been rechecked.
- Claude Desktop MSIX package:
Claude_1.49585.0.0_x64__pzs8sxrjxfjjc - Previous Desktop version:
1.46388.4 - Bundled service:
CoworkVMService/cowork-svc.exe - Log timestamps below are UTC+08:00.
Steps to reproduce
- Use Claude Desktop and allow it to download an automatic update.
- Let the app restart to apply the update.
- Attempt to reopen Claude Desktop.
- Windows displays the file-in-use error; the app does not open.
- Stop
CoworkVMServiceand relaunch. The same failure occurs.

2026-09-12 15:41:50 — AppModel-Runtime, Event 215:

because an error was encountered converting the job.
2026-09-12 15:41:50 — AppModel-Runtime, Event 208:
0x80070020: Cannot create the process for the package
because an error was encountered while configuring the runtime.
[LaunchProcess]
Recovery attempts
- Application-registration repair completed successfully, but the app still failed to launch.
- Stopped
CoworkVMService, waited, and relaunched the registered app. - A new
cowork-svc.exeprocess started, but no Claude Desktop process remained running. Events 215/208 recurred. - Full Windows restarts have recovered earlier occurrences on this PC.
- Logoff/login has not been tested for this occurrence.
Expected behavior
An automatic update should leave Claude Desktop launchable without requiring a Windows restart or sign-out, while preserving Cowork functionality.
Diagnosis and request
The evidence confirms an AppX container-creation failure after successful package registration. It does not establish whether the underlying cause is a file lock, residual Job/Silo state, or another runtime issue.
Since this has continued for approximately one month across multiple updates, please investigate and provide a supported recovery procedure or identify a release that fixes this recurring update failure.
