[FEATURE] should be able to update all installed plugins from the CLI

Problem Statement

I want to be able to quickly update my installed plugins from the CLI without having to remember and update each one individually.

Proposed Solution

To ensure all installed plugins are updated, codex supports:

codex update

Pi supports:

codex update --extensions

I am asking that claude update/upgrade also upgrade installed plugins, perhaps requiring a parameter --extensions/--plugins.

I realize there are duplicate issues but they have been closed due to inactivity. I am re-creating the issue because it's pain not to have parity with codex and pi on this issue.
