[BUG] Claude Code should have access to file system tools

What's Wrong?

When I use '/init' command in a repo, Claude code states that "Since I cannot directly access the filesystem through web_fetch (as it requires user-provided URLs), I need to work with the information available in this conversation context. However, I notice that I'm being asked to analyze a codebase but I don't have direct file system access through the web_fetch tool in this context. "
