[Bug] Agent incorrectly refuses sudo commands despite valid sudo credentials

Bug Description
I'm asking claude code to perform actions on a test server, same as i've been doing for days. today it's claiming i have to run the commands even though the login the agent was given has sudo. it claims new rules i can't changed have done this.
