Ubuntu 22.04.5 LTS
After launching sudo chown -R $USER:$(id -gn) /usr/local && sudo chmod -R u+w /usr/local now I have sudo: /usr/bin/sudo must be owned by uid 0 and have the setuid bit set responding to sudo
