Claude Desktop installer consistently fails at the MSIX AddPackage step with HRESULT 0x80073CFF. This matches issues #60319, #58174, #64029, #86416.

Sideloading enabled: true
AppXSVC and ClipSVC services: present and running
Developer Mode page: not present under Settings > Privacy & security > For developers
Troubleshooting already attempted
DISM /Online /Cleanup-Image /RestoreHealth — completed successfully, restarted, no change
Get-AppxPackage Claude — returns nothing (no ghost/partial package)
Direct Add-AppxPackage -Path on the downloaded .msix — fails with: "La instalación de prueba está bloqueada por la directiva. Ponte en contacto con el administrador para que te permita instalar aplicaciones desde cualquier lugar." (blocked by policy, contact admin)
Checked Group Policy under Computer Configuration > Administrative Templates > Windows Components > App Package Deployment — all policies "Not Configured"
Manually created AllowAllTrustedApps and AllowDevelopmentWithoutDevLicense DWORD values (=1) under HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\AppModelUnlock, restarted — installer log confirms AllowDevelopmentWithoutDevLicense found with value: 1, but AddPackage still fails identically
"Install without Cowork" fallback never appears — installer closes after the "Administrator access is required" dialog with only an Aceptar button
Expected behavior
Claude Desktop should install successfully, or the "install without Cowork" fallback should reliably trigger when the full MSIX install fails.
