[Bug] Fable 5.1 incorrectly reports missing usage credits despite Max plan allocation

Bug Description
Max 5x plan, Claude Code 2.1.263, login = Claude Max account. /model → Fable 5.1 shows "runs on usage credits, you don't have usage credits yet", but /usage shows "Current week (Fable) 2% used" and claude.ai Settings > Usage shows Max (5x), Fable 2%. Per Help Center, Fable 5.1 is included on Max up to 50% weekly. Same bug as #79412 (Fable 5, 2026-07-20). Already tried: removed "model":"fable[1m]" from settings.json, restarted, standard Fable 5.1 entry, /logout→/login. Usage credits are OFF.
