[Bug] Task Output lookup fails when reports arrive after parent recovery from subagent files

Bug Description
Correction: the reports were not lost — all 5 arrived 2–3 hours late in one batch (idle_notification drain), after
the parent had already recovered them from subagents/agent-*.jsonl. TaskOutput with the agent id still failed ("No
task found").
