[FEATURE] Alerts for enterprise per-user spend limits in Claude Code CLI

Problem Statement
Claude Code CLI has no way to view or get alerted about enterprise per-user spend limits (set by org admins via Claude Enterprise's Spend Limits)
Problem
Enterprise admins can set per-user spend caps. Users get in-app 75%/95% threshold notifications in the claude.ai web/desktop app, but Claude Code CLI shows nothing — no percentage, no warning, no threshold alert. The first sign of a problem is a hard enforced_spend_limit_reached error mid-task, with zero advance notice.
This appears to be because Claude Code authenticates via API key while enterprise spend limits are tracked through the claude.ai SSO/web session — the two auth paths don't share data, so Claude Code can't currently surface this information even though it exists and is shown elsewhere.
Impact
Lost an afternoon of work hitting the limit mid-task with no warning, then had to wait on an admin approval chain to raise the cap — a delay that visibility/an early warning could have prevented entirely.
Environment
Claude Code CLI, Claude Enterprise seat-based plan, used both via standalone terminal and via the IntelliJ IDEA plugin's embedded terminal.
Proposed Solution
Configurable inline threshold alerts - something that has to be acknowledged by the user.
Alternative Solutions
Email user on hitting 75% and 95% thresholds.
Priority
Critical - Blocking my work
