[FEATURE] Claude Enterprise Groups Maximum Spend Limits

Problem Statement

Organizations don't have a way to assign a spend limit per department, team, etc.

Proposed Solution

Claude Enterprise Groups allow you to set a spend limit per member. It would be really nice if we could additionally set a maximum spend limit for the entire group. I don't think it is uncommon that many organizations want to set AI spending budgets per team, department, etc. Adding the capability to set a maximum spend limit per group would enable these organizations to do that.
