[Bug] Anthropic API Error: Unexpected Request Refusal on Valid Input

Bug Description
Fable 5 is refusing perfectly harmless requests and I can't work out why. It seems to be some combination of subagent definition, tools, and structured output schema in workflows. All during pretty stanfard game development.
