[Bug] `/add-dir` incorrectly triggers permissions dialog instead of directory selection

Bug Description
when calling /add-dir I'm getting the permissions dialog for adding rules. This seems to be a bug compared to the dedicated add directory dialog that appeared in Claude v1 or at best is unintuitive/unclear how I add the directory properly via this route.
