[Bug] Terraform Plan Inconsistent Change Detection and Unnecessary Rerun

Bug Description
claude code sonnet 4.5 is given a request to run terraform plan. claude reports 0 changes to the plan, when in reality the plan has over 50 changes. i correct claude and it reruns plan, and now finds the changes. it then reruns plan again for absolutely no reason when the state file is in the directory

If claude 4.5 is truely a "best in class" coding llm, I think it shouldnt have this problem.
