[Bug] Agent workflow resumes rerun completed tasks instead of resuming from checkpoint

Bug Description
Fable chewed through my limit very quickly (<10 mins) by spinning up a workflow. Half the agents had completed, so when my session limit reset I asked if it if could resume without rerunning the completed agents - it said yes. It did resume and I left it to run for 5 mins, but the agents that were finished (and you said would return immediately) kept doing work and I used 72% of my session limit in that time. It's paused right now. I want to understand why all the agents started fresh.
