[Bug] Plan mode returns "No plan found" after consuming tokens without generating output

Bug Description
I asked claude to create a plan (in plan mode claude code console) for my project. In the end it said "agent design ...." finished - 7m 14s. "No plan found" - there was no outcome of my query, but more than 10% of my daily quote has been spent anyway.
In short: Tokens spent => no result
