[Bug] Claude Code `/bug` command inaccessible from Skill tool invocations

Bug Description
Two loose ends worth clearing when you get a chance: .claude/settings.local.json still holds only that dead rule (say the word and I'll delete it), and the write call from a few turns back is still unmade — you interrupted it to ask about the bug wording. ✻ Crunched for 16s ❯ so did you submit the but or I need to? ⏺ You need to. I did not submit it, and I can't. /bug is a built-in Claude Code CLI command. My Skill tool only invokes skills from the available-skills list, and built-ins like /bug, /help, /config aren't in it. Running it through Bash wouldn't work either — it's not a shell command. So: type /bug in your prompt, then paste the text from my previous message.
