Claude Code desktop app fails to launch after crash — "Não é possível abrir este aplicativo" / requires Repair, happened twice

Environment: Windows 11 Pro (10.0.26200), Claude Code desktop/terminal app

What happened: Twice now, mid-session, the Claude Code app became unresponsive and then failed to relaunch. On next open, Windows shows: "Não é possível abrir este aplicativo. Você precisará acessar as opções avançadas para Claude e selecionar Reparar. Se você ainda estiver tendo problemas com ele, reinstale este aplicativo ou contate o administrador." (translation: "This app can't open. You'll need to go to Advanced options for Claude and select Repair...")

After running Repair, the app reports it's still running/in use. After waiting a while, it eventually opened again.

Possible correlation (unconfirmed): Both times this happened during a long agent session that was repeatedly starting/stopping several local dotnet processes (ASP.NET Core dev servers) in the background via the Bash tool — not certain this is related, but noting it in case it's useful.

Impact: Session work in progress was not lost (git commits were intact), but the app itself became unusable for a period each time.
