[BUG] Constant model downgrades even with Cyber Verification approved.

What's Wrong?

Claude code on multiple platforms downgrades from Fable to Opus4.8 when doing simple tasks.

What Should Happen?

Document classification reasons and record to a ledger for review within the account. Have an appeal process.
