Bug Description
skillUsage and pluginUsage in ~/.claude.json stopped updating on 2026-07-22 (max lastUsedAt), even though the file is still being written (mtime 2026-08-20). Skills dispatched since then — e.g. wrap-up, 9 dispatches, last on 2026-08-21 — have no entry at all, while entries for skills deleted in July are still present. v2.1.239, native install, Linux.
