[BUG] Remote Control banner active in only 1 of 3 open tabs

What's Wrong?

I have 3 tabs/sessions of Claude Code open at the same time. The "Remote Control is active · Continue here, on your phone, or at claude.ai/code" banner only shows as working in 1 of the 3 tabs — the other 2 do not pick up Remote Control at all. Expected: Remote Control should work consistently across all open tabs/sessions, not just one.

Steps to reproduce:

Open 3 separate Claude Code tabs/sessions at the same time.
Enable/trigger Remote Control in each.
Only 1 of the 3 shows Remote Control as active/working; the other 2 do not.
Environment: Windows 11, Claude Code (VS Code extension environment).
