[BUG] Prompt re-edit button (pencil icon) missing only on cloud-created chats

What's Wrong?

The "Edit prompt" button (pencil icon) that normally appears below a message is missing.

This only happens on chats created in the cloud — both new and past cloud-created chats are affected. Chats created locally still show the pencil icon normally, both new and past.

Not reproducible on the web app (claude.ai) — only occurs in the Desktop app.

What Should Happen?

The pencil icon should appear on cloud-created chats too, allowing the prompt to be re-edited — the same as it does on locally-created chats.

Steps to Reproduce

1. Open the Desktop app and start a new chat/task in the cloud (not local)
2. Send any message to Claude
3. Look at the action icons below your own message
4. Notice the "Edit prompt" (pencil) icon is missing
5. Open or start a chat created locally instead — the pencil icon appears normally
6. Check a chat created in the cloud before today — the pencil icon is missing there too, retroactively

• This does not appear to be an intentional change, based on the release notes
• Impact: significant friction for workflows that involve iteratively refining a prompt
