[BUG] When anthropic cloud envs are disabled by admin, claude mobile does not allow access to remote control or self hosted sessions

What's Wrong?

When I disable anthropic-hosted cloud environments in claude code admin settings, the mobile app prompts me to create a default cloud env and doesn't let me access my remote control sessions or self hosted cloud envs until I do. But there is no way to dismiss this request, nor can I create the default cloud env because the anthropic hosted envs were disabled.

What Should Happen?

When anthropic hosted cloud envs are disabled, claude mobile should still allow access to remote control sessions and self-hosted environments without requiring creation of a default anthropic-hosted env as a blocking onboarding step

  2. Access claude code via the mobile app
  3. Onboarding wizard to create a default cloud env shows up
  4. No way to dismiss or create the env
