[Bug] Cyber Verification Program exemption request page loops without resolving flagged conversations

Bug Description
First; I'm in the Cyber Verification Program.

I restart a session that was flagged despite being in the CVP program. I'm talking to Claude Code (CC) about the IPMI protocol specifications (freely available/downloadable via Intel @ https://www.intel.com/content/www/us/en/products/docs/servers/ipmi/ipmi-home.html) and when CC makes an assertion and I question it (asking it for citations), it flags the conversation (with "API Error: Opus 4.8 (1M context) has safety measures that flagged this message for a cybersecurity topic"). I tried restarting it and no dice (error below) when I ask it to continue based on a summary of the last session.

So I go to the exemption process for ... I don't know, 12, 15th or more time in the last 6 months - but with your new system, it just redirects me to a page that says I'm already in the Cyber Verification Program and its active (basically - "bro, why are you here?"). In the past I'd ask to be put in the program or to be granted an exception (depending on the UI du jour) then I'd get a quick response saying "why are you asking for an exception, you're already in the program" - but at least I could continue.

I've hit this wall 3 or 4 or more times today, and I'm stuck in 2 or more conversations, not able to go any farther.

Is there anything that can be done?

I'm actually in the CVP twice - once here ("dan's Individual Organization"), and another with the same email, which may have caused issues before (something like "zenfish@gmail.com's Organization" or something), who knows.

I have tried many times to get this worked out, but today it's gotten to the point where I can't use CC at all for my work.

Any help would be appreciated.

Oh, I'm using Opus 4.8 because there isn't a snowball's chance in hell I can use 5.0. One question about something even parenthetically about security (like, say, an IPMI protocol question) and it kicks me back to 4.8.
